  "text": "PENSIONS\nMade 1st December 1989\nLaid before Parliament 8th December 1989\nComing into force 1st January 1990\nThe Secretary of State for Social Security, in exercise of the powers conferred by section 166(1) of the Social Security Act 1975 and section 52A(1) of the Social Security Pensions Act 1975, hereby makes the following Order:",
