  "text": "(1) In the heading to regulation 11 (variation of permit on application of operator), omit “on application of operator”.\n(2) In regulation 11—\n(a) in paragraph (1)—\n(i) for “An operator”, substitute “A permit holder”;\n(ii) omit “relating to the use or discharge of an offshore chemical in the relevant area”;\n(b) in paragraph (2) omit—\n(i) “by the operator”; and\n(ii) the words from “provided that she has taken” to the end; and\n(c) in paragraph (4) for “the change”, substitute “a variation of the terms and conditions as specified in the application”.",
