  "text": "(1) If the Secretary of State is of the opinion that a person has contravened, is contravening or is likely to contravene the conditions in a permit, the Secretary of State may give that person an enforcement notice.\n(2) An enforcement notice must—\n(a) state the opinion referred to in the preceding paragraph;\n(b) specify the matters constituting the contravention or the matters making it likely that the contravention will arise, as the case may be;\n(c) specify the steps that must be taken to remedy the contravention or to remedy the matters making it likely that the contravention will arise, as the case may be; and\n(d) specify the period within which those steps must be taken.\n(3) An enforcement notice may be varied or withdrawn at any time.",
