  "heading": "Applications for licences under section 4",
  "text": "(1) An application for a licence must be—\n(a) in writing, and\n(b) accompanied by a fee of £2,100.\n(2) However, paragraph (1)(b) does not apply to an application for an exploration licence.\n(3) For that purpose, “exploration licence” means a licence to—\n(a) explore any controlled place with a view to carrying on an activity within section 2(3)(a) to (d), and\n(b) establish or maintain an installation in a controlled place for the purpose of such exploration.",
