  "text": "OFFSHORE INSTALLATIONS\nMade 13th March 1991\nLaid before Parliament 15th March 1991\nComing into force 1st April 1991\nThe Secretary of State, in exercise of the powers conferred on him by sections 2, 4(1) and (4), 5(7), 6 and 12 of, and paragraphs 11 and 12 of the Schedule to, the Mineral Workings (Offshore Installations) Act 1971 (hereinafter referred to as “the Act”) and of all other powers enabling him in that behalf, and after consulting pursuant to section 7(1) of the Act with organisations in the United Kingdom appearing to him to be representative of those persons who will be affected, hereby makes the following Regulations:–",
