A description of—

(a)

the principal features of the design of the installation, and the arrangements and procedures for its completion; and

(b)

the arrangements and procedures for the construction and commissioning of the installation,

which are intended to ensure that risks from a major accident will be at the lowest level that is reasonably practicable.
