The Secretary of State makes this Order—

1. (a)

   in exercise of the powers conferred by section 22(1) and (2) of the Petroleum Act 1987^f1; and

2. (b)

   for the purpose of giving effect to proposals submitted to her by the Health and Safety Executive under section 24(2A)^f2 of that Act.
