The Secretary of State, in exercise of the powers conferred on him by section 22(1) and (2) of the Petroleum Act 1987f1 (hereinafter referred to as “the Act”) and of all other powers enabling him in that behalf, and for the purpose of giving effect to proposals submitted to him by the Health and Safety Commission under section 24(2A) of the Act, hereby makes the following order:
