  "text": "(1) The Secretary of State may, with the approval of the Treasury, make to the Agency grants of such amounts and for such purposes as he thinks fit.\n(2) Grants under this paragraph may be made subject to such conditions as the Secretary of State with the approval of the Treasury may determine.\n(3) There shall be paid out of money provided by Parliament any sums required by the Secretary of State for making grants under this paragraph.",
