  "text": "(This note is not part of the Regulations)\nThese Regulations prohibit the supply of oral snuff, including offering or agreeing to supply it and exposing or possessing it for supply. Oral snuff is defined in regulation 1(2) as goods which consist wholly or mainly of tobacco in fine cut, ground or particulate form or in any combination of those forms and which are for oral use other than smoking.",
