  "text": "In this Part—\n“the three year transitional period” means the period beginning with the passing of this Act and ending with the third anniversary of the opening of the register;\n“the four year transitional period” means the period beginning with the passing of this Act and ending with the fourth anniversary of the opening of the register; and\n“the five year transitional period” means the period beginning with the passing of this Act and ending with the fifth anniversary of the opening of the register.",
