  "text": "The Council’s powers under articles 37 (removal of vessels), 39 (removal of obstructions other than vessels) and 41 (removal of projections) may be exercised by the Council in an emergency without prior notice to the Port Authority provided that the Port Authority are informed of the action as soon as possible thereafter.",
