Paragraph 25

The Council shall, prior to the commencement of the scheduled works, establish a consultative body to be known as the Ouseburn River Users Committee which the Council shall, except where it is not reasonably practicable to do so, consult on all matters substantially affecting the operation of the scheduled works, the navigation in the Ouseburn, and the environment and amenities of the Ouseburn.
