  "text": "(1) Before the construction of the scheduled works is commenced, the Port Authority in conjunction with the Council shall carry out a survey of such parts of the Ouseburn as are relevant for the purpose of establishing the condition of the Ouseburn at that time.\n(2) The Port Authority will make available to the Council, at reasonable charge, the results of the survey carried out under this paragraph.",
