  "text": "(1) No stage of the onshore transmission works may commence until a skills, supply chain and employment plan in relation to that stage has been submitted to and approved by Lincolnshire County Council following consultation with the relevant planning authority.\n(2) Any plan submitted in accordance with this requirement must identify opportunities for individuals and businesses to access employment and supply chain opportunities associated with that stage of the onshore transmission works and the means for publicising such opportunities.\n(3) The skills, supply chain and employment plan must be implemented as approved.",
