  "text": "In section 4–\n(a) in subsection (1) for the words “Secretary of State” there shall be substituted the word “Governor”;\n(b) in subsection 2(c) after the words “United Kingdom” there shall be added the words “or the security of Hong Kong”;\n(c) in subsection (3) for the words “Secretary of State” there shall be substituted the words “Governor in Council”; and\n(d) in subsection 3(d) for the words “Secretary of State” there shall be substituted the word “Governor”.",
