# The Overseas Electors, Postal Vote Handling and Secrecy (Amendment) Rules 2023, Introduction: Introductory text

Laid before Parliament 21st November 2023
Coming into force in accordance with rule 1(2)
The Secretary of State makes the following Rules in exercise of the powers conferred by paragraph 18 of Schedule 12 to the Local Government Act 1972, section 36(1), (2) and (2A) of the Representation of the People Act 1983 and section 5(3) and (4) of the House of Lords Act 1999.
The Secretary of State has consulted the Electoral Commission regarding the amendments made by these Rules in accordance with section 7(1) and (2)(d) of the Political Parties, Elections and Referendums Act 2000.
