  "text": "(1) This regulation does not apply in respect of the application of these Regulations in Scotland.\n(2) Before the end of each review period, the Secretary of State must—\n(a) carry out a review of these Regulations;\n(b) set out the conclusions of the review in a report; and\n(c) publish the report.\n(3) The report must in particular—\n(a) set out the objectives intended to be achieved by these Regulations;\n(b) assess the extent to which objectives have been achieved;\n(c) assess whether the objectives remain appropriate and, if so, the extent to which they could be achieved in a less burdensome way.\n(4) The first review period is the period of five years beginning with the day on which these Regulations come into force.\n(5) Each subsequent review period is a period of five years beginning with the date on which the report of the preceding review was published.",
