  "heading": "General powers of Commissioners",
  "text": "The Commissioners may, subject to the provisions of this Order, take all such steps from time to time as they consider necessary or desirable for the maintenance, operation and improvement of the Port and the accommodation and facilities (including navigational facilities) afforded therein or in connection therewith, and for those purposes, and without prejudice to the generality of the foregoing, the Commissioners may—\n(a) improve, regulate and manage the Port and provide harbour facilities therein; and\n(b) do all other things which in their opinion are expedient to facilitate the efficient functioning, improvement or development of the Port.",
