  "text": "On and after the new constitution date, the Commissioners shall consist of:—\n(a) one Commissioner appointed by the Lord for the time being of the Manor of Padstow in the county of Cornwall;\n(b) three Commissioners elected by the Padstow electors as provided in article 6 below;\n(c) three Commissioners elected by the St. Minver electors as provided in article 6 below;\n(d) three Commissioners elected by the Wadebridge electors as provided in article 6 below.",
