  "text": "(1) No part of the authorised development may be commenced until a scheme for the management and mitigation of artificial light emissions has been submitted to and approved by the relevant planning authority.\n(2) The approved scheme for the management and mitigation of artificial light emissions must be implemented before, and maintained during, the construction, operation and decommissioning of the authorised development.",
