  "text": "A parent governor representative shall be entitled to vote at a meeting of an education overview and scrutiny committee of which he is a member on any question—\n(a) which relates to any education functions which are the responsibility of the authority concerned’s executive, and\n(b) which falls to be considered at the meeting.",
