  "text": "(This note is not part of the Regulations)\nThese Regulations amend the Parental Responsibility Agreement Regulations 1991 by prescribing a new form for the recording of an agreement between the parents of a child that the father is to have parental responsibility for the child within the meaning of section 3 of the Children Act 1989. The layout and content of the form have been improved to make it easier to understand and complete.",
