Article 7 Control of liabilities

If, in relation to an Executive, the relevant Authority specifies in relation to a financial year an amount above which the Executive may not increase its relevant liabilities, as described in article 2(5) above, the Executive shall so manage its affair that it does not increase its relevant liabilities so as to exceed the specified amount.
