The Secretary of State, in exercise of the powers conferred upon him by sections 5(2), 8(3), 13(1) and (2), 14(1) and (2), 15(2), (3) and (5), 17(1), (2) and (8), 29, 32(2), (5), (6) and (7), 89, 89A, 123, 124 and 127(6) of, and paragraph 14 of Schedule 4 to, the Patents Act 1977^f1, after consultation with the Council on Tribunals pursuant to section 8(1) of the Tribunals and Inquiries Act 1992^f2, hereby makes the following Rules—
