  "text": "NATIONAL HEALTH SERVICE, ENGLAND\nMade 13th August 2003\nLaid before Parliament 14th August 2003\nComing into force 1st September 2003\nThe Secretary of State for Health, in exercise of the powers conferred on him by sections 15 (7), 17(1) to (3), 19(1) and (2)(j) to (p) and 38(5) to (7) of, and paragraph 12(1) and (2) of Schedule 6 to, the National Health Service Reform and Health Care Professions Act 2002 and of all other powers enabling him in that behalf, hereby makes the following Regulations:",
