  "text": "In this Order—\n“enactment” includes an Act of the Scottish Parliament and an instrument under such an Act;\n“the harbour” has the same meaning as in the Pennan Harbour Order 1903;\n“the new constitution date” means the date on which this Order comes into force;\n“the Trustees” means the Pennan Harbour Trustees.",
