  "text": "(1) Section 29 (regulations and orders) is amended as follows.\n(2) In subsection (2), after “other than” insert “ regulations under section 18A above or ”.\n(3) After subsection (2) insert—\n“(2A) A statutory instrument which contains regulations under section 18A may not be made unless a draft of the instrument has been laid before and approved by a resolution of each House of Parliament.”",
