  "text": "In making regulations under section 42 or 44, the appropriate authority must have regard to the importance of—\n(a) innovation in the design and operation of pension schemes;\n(b) competition among providers of pension schemes;\n(c) improving outcomes for members of pension schemes;\n(d) pension schemes having effective governance.",
