  "text": "For the purposes of making regulations the day appointed for the coming into force of the following provisions is 16th October 1996—\n(a) section 3(2),\n(b) section 74(1) and (5)(a),\n(c) section 165,\n(d) Schedule 3, paragraphs 23 and 44(a)(ii) and section 122 in so far as it relates to those paragraphs, and\n(e) Schedule 5, paragraph 80(f) and section 151 in so far as it relates to that paragraph.",
