  "text": "(1) The Board may establish committees for any purpose.\n(2) Any committee established by the Board may establish sub-committees.\n(3) The members of such committees or sub-committees may include persons who are not members of the Board.\n(4) The members of a sub-committee may include persons who are not members of the committee.\n(5) Sub-paragraphs (3) and (4) do not apply to the committee established under section 112 or any of its sub-committees.",
