A pension payable by a Secretary of State in consequence of any change affecting the National Health Service and payable—
(a) in pursuance of an order under section 11(9) of the National Health Service Act 1946; or
(b) under regulations made under section 60(2) of the Local Government Act 1958, section 85(4) of the London Government Act 1963 . . .
