  "text": "(1) This section applies to an order or regulations made by the Department under this Act.\n(2) An order or regulations may include—\n(a) such incidental, supplemental, consequential or transitional provision as appears to the Department to be expedient;\n(b) provision conferring a discretion on any person.",
