  "text": "(1) Article 15 is amended as follows.\n(2) For paragraph 1 substitute—\n“1. The appropriate authority may by regulations amend Annex 1, 2 or 3 in order to adapt them to changes to the list of substances set out in the Annexes to the Convention or the Protocol or to modify existing entries or provisions in Annex 1 or 2 in order to adapt them to scientific and technical progress.”.\n(3) In paragraph 2, for “Commission” substitute “appropriate authority”.",
