  "text": "(1) The competent authority for the purposes of these Regulations is —\n(a) in England ..., the Environment Agency;\n(aa) in Wales, the Natural Resources Body for Wales;\n(b) in Northern Ireland, the Department of Agriculture, Environment and Rural Affairs; and\n(c) in Scotland, the Scottish Environment Protection Agency.\n(2) The competent authority is also the enforcement authority for the purposes of these Regulations.",
