The Secretary of State for the Environment, as respects the community charges of charging authorities in England, and the Secretary of State for Wales, as respects the community charges of charging authorities in Wales, in exercise of the powers conferred upon them by sections 30(1) and 143(1) of the Local Government Finance Act 1988^f1, and of all other powers enabling them in that behalf, hereby make the following Regulations:
