  "text": "In regulation 14—\n(a) for the words “within a reasonable time” there shall be substituted the words “not less than 30 days”; and\n(b) there shall be added at the end the words “and the notice to the subscriber shall inform him of his rights to transfer the plan under regulation 16”.",
