  "text": "Social Security\nMade 5th September 2013\nLaid before Parliament 12th September 2013\nComing into force 6th October 2013\nThe Secretary of State for Work and Pensions, in exercise of the powers conferred by sections 93 and 94(1) and (2) of, and paragraphs 1(1) and 3(1)(a) and (b) of Schedule 10 to, the Welfare Reform Act 2012, makes the following Regulations.\nThe Secretary of State has not referred proposals in respect of these Regulations to the Social Security Advisory Committee, as it appears to him that by reason of the urgency of the matter it is inexpedient to do so.",
