  "text": "PENSIONS\nMade 4th February 1999\nLaid before Parliament 11th February 1999\nComing into force 12th April 1999\nThe Secretary of State for Social Security, with the approval of the Treasury, in exercise of the powers conferred by sections 1 and 2 of the Personal Indjuries (Emergency Provisions) Act 1939 and now vested in him and of all other powers enabling him in that behalf, hereby makes the following Scheme:",
