# The Personal Injuries (Civilians) Scheme 1983, Article 15: Exceptionally severe disablement allowance


Where a person's disablement is, and in the opinion of the Secretary of State is likely permanently to remain, such that he is, or if he were not in a hospital or other institution would be, in receipt of an allowance for constant attendance at a rate increased under the proviso to Article 14, he may be awarded an allowance at the appropriate rate specified in Schedule 3, paragraph 4.
