  "text": "Where the Secretary of State is satisfied, in the case of a person in relation to whose disablement the conditions of Article 8(1) or 41 are fulfilled but whose degree of disablement is assessed at less than 20 per cent., that a payment of a lump sum in respect of his disablement would be appropriate having regard to the nature of his disablement, that person may be awarded in respect of his disablement a lump sum of such an amount as the Secretary of State may think fit.",
