  "text": "CONSUMER PROTECTION\nHEALTH AND SAFETY\nMade 5th September 1994\nLaid before Parliament 8th September 1994\nComing into force\n—for the purposes of regulation 2 1st October 1994\n—for all other purposes 1st January 1995\nThe Secretary of State, being designatedfor the purposes of section 2(2) of the European Communities Act 1972in relation to measures relating to safety as regards personal protective equipment, in exercise of the powers conferred on him by section 2(2) of the said Act hereby makes the following Regulations:",
