  "text": "(1) The Scottish Ministers may recognise laboratories as being competent to carry out blood tests for the purposes of this Order by designating individual laboratories or a category of laboratories as so competent.\n(2) The Scottish Ministers shall publish a list of recognised laboratories in such manner as they think fit.",
