  "text": "For section 23 of the Prevention of Oil Pollution Act 1971 there shall be substituted—\n“ Power of Secretary of State to grant exemptions.\n23 The Secretary of State may exempt any discharge of, or of a mixture containing, oil from any of the provisions of this Act or of any regulations made thereunder, either absolutely or subject to such conditions as he thinks fit.”.",
