  "text": "In this Act, unless the context otherwise requires—\n“local authority” means the council of a county, county borough, London borough, district or parish, and the common council of the city of London and The Greater London Council;\n“voluntary organisation” means any person or body of persons, whether corporate or unincorporate, carrying on, or proposing to carry on, an undertaking otherwise than for profit.",
