  "text": "(This note is not part of the Order)\nArticle 2 of this Order brings into force, on 1st October 2009, the following provisions of the Planning Act 2008 (“the Act”), in relation to England and Wales and, to the extent specified in section 240(4) of the Act, to Scotland, so far as they are not already in force —\nsections 1 to 4 and Schedule 1 (the Infrastructure Planning Commission).\nsections 37 to 40 (applications);\nsections 41 to 50 (pre-application procedures);\nsections 51 to 54 (assistance for applicants and others); and\nsections 56 to 59 (handling of applications by Commission).\nArticle 3 of this Order brings into force, on 1st October 2009, in relation to England and Wales, subsections (1) to (3), (5) and (6) of section 190 of the Act (power to make non-material changes to planning permission).\nArticle 4 of this Order brings into force, on 1st October 2009, in relation to England, section 200 of the Act (fees for appeals).",
