  "text": "(1) Amend section 196 (further provision as to appeals to Secretary of State under section 195) as follows.\n(2) After subsection (1) insert—\n“(1A) Subsection (1) does not apply to an appeal against a decision of a local planning authority in England.”\n(3) In subsection (2) for “such an appeal” substitute “ an appeal under section 195(1) ”.",
