  "text": "(1) A biodiversity gain objective is an objective that the biodiversity value attributable to development to which a biodiversity gain statement relates exceeds the pre-development biodiversity value of the onsite habitat by a percentage specified in the statement.\n(2) The percentage specified under sub-paragraph (1) must be at least 10%.\n(3) The Secretary of State may by regulations amend sub-paragraph (2) so as to change the percentage for the time being specified in it.",
