  "heading": "Reasons for decision to grant or refuse development consent",
  "text": "(1) The Secretary of State must prepare a statement of the Secretary of State's reasons for deciding to—\n(a) make an order granting development consent, or\n(b) refuse development consent.\n(2) The Secretary of State must provide a copy of the statement to each person who is an interested party in relation to the application for the purposes of Chapter 4 (see section 102).\n(3) The Secretary of State must publish the statement in such manner as the Secretary of State thinks appropriate.\n(4) . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . . .",
