  "heading": "Development without development consent",
  "text": "(1) A person commits an offence if the person carries out, or causes to be carried out, development for which development consent is required at a time when no development consent is in force in respect of the development.\n(2) A person guilty of an offence under this section is liable—\n(a) on summary conviction, to a fine not exceeding £50,000, or\n(b) on conviction on indictment, to a fine. on summary conviction, or on conviction on indictment, to a fine\n(3) The Secretary of State may by order amend subsection (2)(a) to increase the level of the fine for the time being specified in that provision.",
